We are honored to launch our first Colorado Hye Summit, welcoming our keynote speaker, former Consul General of Armenia in the Western United States, Armen Baibourtian.
Ambassador Baibourtian will present “The Role of the Armenian Diaspora in Advancement of the Armenian Nation and the Armenian-Americans”.
This is a unique opportunity for our community members to learn and engage in meaningful discussions about the Armenian diaspora’s role in shaping the future of Armenia and Armenian Americans.

Learn more about Ambassador Baibourtian
Ambassador Armen Baibourtian is a career diplomat and scholar. He proudly holds the title of the first Armenian Consul General in Los Angeles with jurisdiction spanning over the Western United States. He twice held this key position (1995-1997 and 2018-2022). He has the top diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
Dr. Baibourtian is a Professor of Political Science at the University of Massachusetts Amherst since 2014. He teaches presently online from LA. He worked earlier at the United Nations in the capacity of Senior Adviser to the United Nations Resident Coordinator and UNDP Resident Representative in Armenia (2008-2013). He became the first in Armenia to hold the prestigious Jean Monnet Chair of European Union Studies when teaching at the Center for European Studies at Yerevan State University.
Ambassador Baibourtian served twice as the Armenian Deputy Foreign Minister (1997-2000 and 2004-2008), simultaneously being the first Chief Negotiator with the European Union. Along with the U.S. Deputy Assistant Secretary of State, he co-chaired the U.S.-Armenia Security Dialogue (1999-2000). In 2006-2008, he co-chaired Armenia’s bilateral Intergovernmental Commission on Trade, Economic, Technological, Cultural, and Educational Cooperation with China and India.
Dr. Baibourtian became the first Ambassador of Armenia to India and, concurrently, to Nepal, Sri Lanka, and Indonesia (2000-2004). He is the recipient of the Top Diplomat award from the Government of India. He was the Deputy Permanent Representative of Armenia to the UN in New York (1993-1995).
He also was the Chief Administrative Officer at the Eastern Diocese of the Armenian Church in New York (2016-2017).
Ambassador Baibourtian holds two PhDs – in International Studies from Jawaharlal Nehru University (2010) and Modern World History from Yerevan State University (1990). He has also received graduate certification from Harvard University and MIT (2008).
He is the Governing Board Member of the Armenian National Institute (ANI) in Washington D.C., Advisory Board Member of the Children of Armenia Fund (COAF), Advisory Board Member of the Princeton Foundation for Peace and Learning, and Board Member of the Center for Civilizational and Cultural Studies at Yerevan State University.
